This department can answer questions concerning zoning, setback requirements, subdivision regulations, fencing requirements, property uses, neighborhood planning, thoroughfare plans, annexation, historic preservation, watershed regulations, flood damage prevention regulations, downtown revitalization, economic development and grants management.
Building Permits
No person shall commence or proceed with any of the following without first securing from the Planning and Community Development Department a zoning permit and sedimentation and erosion control plan approval, if applicable, any and all permits required by the State Building Code and any other applicable state and local laws:
- The construction, alteration, repair, removal, or demolition of any building or other structure
- The installation, extension or general repair of any plumbing system
- The installation, extension, alteration, or general repair of any heating or cooling system
- The installation, extension, alteration, or general repair of any electrical wiring, devices, appliances or equipment

Unified Development Ordinance
The Planning and Community Development Department oversees the enforcement of the Unified Development Ordinance. The UDO contains regulations for the zoning districts, property setback requirements, development procedures, signs, subdivision regulations, watershed regulations, flood damage prevention ordinance, and environmental protection.
