Special Coal Ash Leachate Treatment Rate

Approved by Council December 20, 2016
$35.00 per 1,000 gallons for the first nine months of receiving discharge to the City - effective March 1 to December 31, of 2017.
If the leachate is shown to have no impact on the City Wastewater Treatment Plant or any impact that is manageable, then beginning on January 1, 2018 until June of 2019, the rate will be $30.00 per 1,000 gallons.
Beginning July 2019, the rate would drop to $25.00 per 1,000 gallons and remain there until Council wishes to change the rate again for the long-term for the landfill after it is finished and capped.
Once this rate is adopted, it is assumed that Duke Energy will send all of their leachate to the City and not build their onsite treatment facility. The flow rate would start off at 200 gallons per minute (gpm) and be increased in increments of flow that test to have no impacts on our plant until we reach 400 gpm, if the plant can handle it safely.
